Responsibilities:
Reporting to the Director of Public Works, this position will provide operational and capital management regarding the drainage and waste programs. This position will provide leadership to operational staff and contractors to ensure efficient operations of these programs in accordance with all legislative standards. The Drainage and Waste Manager will also provide long term planning, service planning and delivery, financial planning and sustainability for these programs to ensure the needs of the Municipality and its residents continue to be met.
Qualifications:
- University degree in Civil/Environmental Engineering or Post-Secondary school diploma in Environmental Studies or Civil Engineering Technology or equivalent combination of education and experience.
- Five (5) years' experience managing in a municipal public works environment.
- Must hold or be eligible to hold a license issued by the Professional Engineers of Ontario, or a Certified Engineering Technologist (CET) designation or higher
- Must hold or be willing to obtain certification as a Drainage Superintendent under the Drainage Act
- Valid and in good standing Class G drivers’ license
- Valid and satisfactory police record check
Position Description:
General:
- Manage/supervise and provide leadership to drainage and transfer station staff, either directly or through supervisors including recruitment, selection, promotion and discipline of divisional staff pursuant to the Municipality's approved Human Resources policies
- Plan and develop short-term and long-term capital plans under the direction of the Director of Public Works
- Develop technical and engineering policies, procedures, and guidelines in accordance with applicable legislation and standards necessary to ensure effective controls are in place to protect the public and infrastructure.
- Develop and implement the required maintenance programs as they relate to drainage and waste programs including on-site inspections of municipal assets.
- Manage various capital, operating and technical projects relating to drainage and waste programs.
- Undertake expenditures as outlined in the municipal procurement policy, including preparing tenders, and requests for quotes/proposals for infrastructure works and relevant professional services and reviews submissions.
- Monitor expenditures and reports variances to the Director of Public Works
- Receive, investigate and respond to public complaints and inquiries regarding drainage and waste programs.
Working Conditions
- Work primarily in an office environment with required outdoor duties in all weather conditions
- Ability to sit or stand, often in front of a computer monitor, for long periods of time.
- Exposure to elements such as inclement weather (extreme heat and/or cold), chemicals, dust, waste site environment, garbage and noise
- Ability to lift and move objects of under 50 pounds
- Outside environment with travel throughout the municipality for maintenance and repairs
- Occasional weekend and off-hour responses to operational needs, special projects, and emergencies
Compensation:
- The salary for this position ranges from $77,587.00 - $97,006.00 annually
- Based on a 35-hour work week. Regular office hours are Monday to Friday 8:30 am to 4:30 pm
