
Notice to the Development Community
Water and Wastewater Servicing Capacity Update
As part of our commitment to communicate openly with the local development community, we are contacting you to provide an update on the Municipality of North Grenville’s water and wastewater servicing capacity.
At our last update in June 2025, we notified you that the Kemptville Water Pollution Control Plant was reaching capacity, and the Municipality was putting in place an Interim Control By-Law to pause certain types of development while we review our policies and infrastructure needs.
The By-Law has been in place since June 30, 2025. It is valid for one year with a possibility to extend it to a maximum of two years.
We also committed to continue to monitor wastewater flows and reallocate any capacity that becomes available through this process, in line with our Service Capacity Allocation Policy.
Finally, we reported on three additional steps underway:
- Phase 1 of the treatment plant expansion project
- Plans in place to invest in maintenance and repairs through our Inflow and Infiltration program to reduce unnecessary flows to the treatment facility.
- Developing the Municipality’s long-term Water and Wastewater Master Plan.
Current Status (June 2026)
Capacity: The needs of current approved projects that have been allocated servicing will reach the plant’s capacity. Therefore, the Municipality is no longer issuing any water or sewer permits for new connections.
Interim Control By-Law: It is highly likely the By-Law will be extended to June 2027. Staff is a planning a report to Council at the end of June for their consideration. Depending on Council’s decision, the results of the Municipality’s servicing needs and policies study would then be expected to go before Council in early 2027.
Inflow and Infiltration Program: Our investments have resulted in minor improvements in our system to reduce unnecessary flows. To date, the increase in servicing capacity has been limited. This work is ongoing and we will continue to identify and address system repairs, such as sanitary main relining or replacement, maintenance hole repairs etc.
Treatment Plant Expansion: Crews are still on track to complete the first phase of the plant expansion by the end of 2026. After it is complete, it will take a few months before we have confidence in the level of new capacity. The full plant expansion, which will resolve our capacity challenges, is expected to be done in early 2029.
Water and Wastewater Servicing Master Plan: The Municipality is planning ahead to ensure we can meet our servicing needs for the next 20 years. The Master Plan is in its final stages and expected to go before Council in the second quarter of 2026.

We understand the development community, builders and property owners face financial and building pressures, and that these short-term constraints impact project timelines and investment choices.
The development community plays a crucial role in supporting North Grenville's growth, housing availability, and economic progress. The Municipality will continue to review development applications to ensure projects are as close to shovel ready once capacity is available.
We also recognize the importance of ongoing and regular communications with you. Moving forward, we plan to provide you monthly updates on our progress. We will also keep this webpage up to date with the latest information.

Urban Properties
For Water/Sewer Permit Applications
Obtaining permits for water/sewer connections for urban properties are essential for health and safety. Improper hook up of these systems can result in dangerous gases escaping as well as contamination of drinking water, putting individuals' health in jeopardy.
No part of an installation is to be enclosed without inspection and approval of the Water/Sewer Inspector.
