North Grenville is a growing municipality located in eastern Ontario housing a unique blend of small town and rural culture. Comprised of an urban center (Kemptville) and surrounded by several charming rural hamlets, North Grenville is located between Canada’s National Capital – Ottawa and the St. Lawrence River, only a 30-minute drive along the Veterans Memorial Highway (416), to either destination. Alternatively, for a more leisure journey, North Grenville offers the historic Rideau River managed by Parks Canada.

Responsibilities:

Reporting to the Director of Public Works, the position carries out engineering design review, capital project planning and management for the municipal water and wastewater system including subdivision/site plan engineering inspection and approvals

The position will:

  •  Perform technical reviews of all development proposals, including site plans and subdivision agreements, as well as technical documents in support of these proposals which are limited to municipal water and wastewater
  • Ensure compliance in all developments with technical designs, as well as approved engineering standards and legislative requirements
  • Perform site inspections for preliminary and final approvals for municipal infrastructure works
  • Provide recommendations for preliminary and final subdivision and site plan approvals in regard to municipal infrastructure
  • Participate in planning and developing short term and long-term capital plans under the direction of the Director of Public Works
  • Assist in the development of technical and engineering policies, procedures and guidelines in accordance with applicable legislation and standards
  • Undertake expenditures as outlined in the municipal procurement policy including preparing tenders, and requests for quotes/proposals for infrastructure works and relevant professional services/ and reviews such submissions
  • Monitor expenditures and reports variances to the Director of Public Works
  • Receive, investigate and respond to public complaints and inquiries
  • Assist with the development and implementation of best practices based on
    • Council policy and directions
    • Draft policies, procedures and systems necessary to ensure effective controls are in place to protect the public and water and wastewater systems
  • Manage/supervise and provide leadership to water wastewater divisional staff, either directly or through supervisors including recruitment, selection, promotion and discipline of divisional staff pursuant to the Municipality's approved Human Resources policies
  • Perform annual performance appraisals on staff directly reporting and ensuring all other divisional staff have an annual performance appraisal
  • Provide oversight and monitor the water billing program
  • Provide short-term and long-term asset/infrastructure planning
  • Be responsible for the financial management of the water wastewater division, including:
    o preparing estimates and annual budget plans
    o implementing annual budget plans
    o monitoring budgets and taking corrective actions when necessary
    o seeks out/ reviews and applies for eligible grants and subsidy programs
  • Ensure that the Municipality is in compliance with all applicable legislation, bylaws, approved standards and service levels relating to the division
  • Submit, as required, reports to the Director of Public Works, municipal officials as well as provincial and federal governments/ demonstrating water and wastewater systems performance and process qualities
  • Supervise the monitoring and implementation of water and wastewater capital projects
  • Manage/supervise various capital, operating and technical projects, including studies relating to water and wastewater
  • Recommend improvements and optimization processes to senior management and Council
  • Manage consultants and independent contractors for construction, service contracts, engineering studies and environmental assessments related to water, wastewater, storm water and drainage projects including contract and agreement administration
  • Performs such other duties as assigned by the Director of Public Works.

Qualifications:
Essential (minimum) Qualifications:

  • University degree in Civil/Environmental Engineering or Post-Secondary school diploma in Environmental Studies or Civil Engineering Technology.
  • Valid and in good standing Class G drivers’ license
  • Valid and satisfactory police record check

Asset (preferred) Qualifications:

  • Must hold or be eligible to hold a license issued by the Professional Engineers of Ontario, or a Certified Engineering Technologist (CET) designation or higher
  • Demonstrated contract/project management skills
  • Superior customer service/ interpersonal and conflict resolution skills combined with excellent written and oral communication skills
  • Proven Project management skills

Work Environment:

  • Outside environment with travel throughout the municipality for maintenance and repairs
  • Ability to lift and move objects under 50 pounds

Compensation:

The salary range for this position is $89,071.00 to $111,348.00, based on a thirty-five (35) hour workweek.
